Under "Exceptions and Prohibitions," it first clarifies prohibitions. Prohibiting is prescribing against. In the Vinaya text, before the karmavācanā for demarcating the three kinds of great boundaries, it states throughout that one must not receive chanda; hence it says "except only." (By extension of principle, the three small precept platforms are also prohibited.) From "As for the rest" onward, it clarifies exceptions, the first line settling the judgment. The two lines below determine the meaning. The conditions for establishing the chanda procedure come from the two skandhakas on recitation and pravāraṇā; the simple jñapti of the prātimokṣa and the jñapti for renouncing the kaṭhina robe list asking for chanda beforehand; all the rest have none, hence it says "not an explicit text." Aside from the procedure for demarcating boundaries where it is prescribed not to take chanda, all the rest are not prohibited; the intent is that they are permitted, hence it says "because it is not prohibited." As for why only demarcating boundaries is prohibited, the answer is as explained in its own chapter.
