In the first [section], “The Arising of the Teaching”: With respect to the heading designating “intent,” to whom does it belong? Answer: Observing the first two intents, they seem to belong to the Buddha; yet judging from the subsequent sections, this presents an impediment. Now, they must all uniformly be taken as the Patriarchal Master's intent, because the purport of the Vinaya teaching had not been heard of in past generations; even if something had been explained, it still did not exhaust the principle. The import of the ten sections originates with our present teacher; thus the word “preface” belongs to the one who prefaces, and the two words “arising of the teaching” are what is prefaced; the single word “intent” generally points to this section. Furthermore, the text designates “ten intents,” referring to the thoughts that deliberate and measure; earlier it said “ten gates,” meaning that through which one enters; later it says “ten articles,” meaning that the doctrinal categories differ; all of these correspond to the various chapters below, varying unfixedly according to their names.
