二中。唯明眾法；兩界各攝，互不相通。若論別法，兩界通作；說欲一法，唯局法地。

In the second: it clarifies solely communal legal procedures; the two boundaries each encompass their own, and do not interpenetrate. If discussing individual legal procedures, both boundaries are mutually valid; declaring desire (*chanda*) as a single legal procedure is restricted solely to the Dharma-ground.
