In the eighth: first, it indicates and shows [the meaning], briefly citing compliance with wishes to explain it. The passage beginning 'Regarding...' lists and shows them. First, although it complies with wishes, it does not necessarily uniformly involve a request; hence it says 'mostly required'. For instance, in receiving days [of absence] or assigning persons, no request is added. Second, 'establishing penal measures' refers to the seven karmans. Regarding those without mind to receive [the rite], the *Commentary* lists thirteen: the seven penal measures are as above. (The seven above are also listed among those without mind to receive, but are separated here.) Eighth, the place of the offense; ninth, madness; tenth, probationary training; eleventh, turning over the bowl; twelfth, non-salutation; thirteenth, expelling a novice monk. (Furthermore, insentient things are six, which are also called lacking mind to receive; namely, they belong to the section below, being the great boundary, the ordination platform, the small boundary, assigning robes, the pure ground, and the precept hall.) 'One should perform accusation, etc.' directly shows the intent of declaration. 'Accusation' means a virtuous person in the saṅgha raises the offense and announces it to the saṅgha. 'Remembrance' means specifying the time and place, having him bow his head and confess for himself. 'Witnessing and verifying' means the one capable of presiding investigates the facts. 'Knowing the law' means the offender submits to the offense; 'the law' is the offense. The chapter on the 'Monastic Order' states: 'Witness and verify his offense; only when he submits is it granted'—this is it. Third, 'erecting markers' should not be placed eighth; the *Commentary* states: 'When carrying out the business, erecting markers is third; because after markers are erected, the saṅgha is assembled.' Here, it is listed along with announcing the marks. The fourth can be understood.
