Under mental determination: first, indicating its status. What is "slight and minor matters" refers to its original status. What is "samgha transactions and face-to-face transactions" additionally encompasses the permitted exceptions. What is "the practice is accomplished without offense" brings out the intention behind the exception. From "arising" downward, explaining the term: first, directly explaining it. The "sphere" is the matter to be undertaken. "Arising of the mind" is the intention; "conveying the sentiment" is the mouth, which must be accompanied by bodily deportment; only when the three types are fully present is a karmavācanā accomplished. From "not" downward, warding off confusion. Fearing that there may be those who are confused by the name and do not add oral recitation, proof is cited clearly and thoroughly, so whether it succeeds or fails can be known. Based on the treatise's discussion of executing an action, without the three it is not accomplished; but because performing it alone is often lacking in concentrated sincerity, the name is established leaning solely on the intention. However, mental determination has many paths. As with robes, food, and lodgings, one makes determination as the occasions arise; what is instituted in the Vinaya is to constantly maintain a unified mind; this is identical to meditative contemplation and does not necessarily require oral speech.
