情事中，初科引文有二，初引人法者。彼因比丘犯二僧殘，二俱覆藏；憶一罪，不憶一罪；僧與二罪覆藏法；憶者甚善，不憶則非；為知法客比丘所訶，文如鈔引；彼又云：僧作突吉羅懺。此下，顯非。次引〈瞻波〉文。彼明波離問佛，今引問詞；佛言此不如法，故下云佛判也。此下，判非。

Under 'sentient affairs', the citations in the first section are twofold: first, the citation concerning persons and procedures. This was on account of a bhikṣu who committed two saṃghāvaśeṣas and concealed both; he remembered one offense but did not remember the other offense; the saṃgha granted the procedure for concealment regarding both offenses; for the remembered one it was valid, but for the unremembered one it was invalid; he was reprimanded by a visiting bhikṣu who knew the Dharma, as cited in the text of the Manual; it also states there: the saṃgha performed a deśanā for a duṣkṛta. From 'This' downward reveals its invalidity. Next, it cites the text of the 'Campā' [chapter]. That explains Upāli questioning the Buddha, and here his words of inquiry are cited; the Buddha stated that this is not in accord with the Dharma, hence it says below that the Buddha judged it. From 'This' downward judges the invalidity.
