Under 'non-sentient [affairs]': for the moment, administrative dispensations are adduced. Poṣadha, pravāraṇā, binding and releasing [boundaries], and the like must all be verified by analogy. Dispensation from the robes, a staff, and so forth are combined matters. Dispensation from the robes is due to sickness making one unable to carry them while traveling; a staff is used on account of old age and sickness to support frailty. Dispensation from the robes requires the person to be sick and the robes heavy; requesting a staff requires both old age and sickness; if either is lacking, it is invalid, hence it is said that 'both must be present'.
