In the answer, it first explains the general prohibition, where the opening line directly determines it. White-robed laypersons have no Dharma, the three assemblies are not fully ordained, and nuns are a distinct class; none are permitted to hear it. The Commentary says: "Nuns share the Dharma of monks and should participate in hearing it together; but is it not that the female kind lacks knowledge and often gives rise to habitual arrogance? Prohibiting their ears and eyes from beholding it serves to honour the Dharma and revere the person." "The Vinaya..." cites the text to demonstrate: if a novice is about to receive [ordination], or a nun comes to the pravāraṇā, they are only permitted to see it with their eyes. Aside from those for whom it is performed—a novice receiving the full precepts and the three rites among nuns—beyond these, it is not permissible. "Ma..." explains the specific exception. "Pingsha" in full is Bimbisāra, translated here as "handsome appearance." Because he wondered what the bhikṣus gathered to plan every half-month, it was exceptionally opened for him alone. Resolving his doubt and turning to faith, it thus says "his mind was purified."
