敘意，初科。元始者，推制法本因。秉法者，明立界所為。然律假緣興，雖因布薩；至論制意，實通眾務。疏云：結界眾同之本，理須通和。餘法眾同之末，並因後起。是知除結界外，一切羯磨，並依法地。

Explaining the purpose, the first section. "Original origin" traces the fundamental cause for instituting the Dharma. "Holding the Dharma" clarifies the purpose of establishing boundaries. Now, the Vinaya arises based on conditions: although it originated due to the poṣadha, when discussing the intent of the institution, it actually applies to all communal affairs. The Commentary says: "Establishing boundaries is the root of communal harmony; in principle, it must ensure universal harmony. The remaining dharmas are the branches of communal harmony, all arising subsequent to it." From this we know that, except for establishing boundaries, all karmavācanās rely on the ground of the Dharma.
