In "citing and demonstrating", in the first section: The phrase "the text below" refers to the passage on the council of the five hundred. It explains that after Kāśyapa concluded the council, the elder Puṇya again interrogated him regarding the sequence of the council; after Kāśyapa answered each point, he said: "I completely assent, except for eight matters that I personally heard from the Buddha and remember without forgetting: the Buddha permitted keeping food indoors, cooking indoors, and so forth." Kāśyapa replied: "It is truly as you have said; the World-Honoured One permitted it because grain was dear; when times became abundant again, the Buddha prohibited it once more." He said again: "The Buddha is all-knowing and all-seeing; he should not have allowed an exception after prohibiting, and then prohibited again after allowing an exception." (The meaning is that if exceptions and prohibitions are not fixed, he is not all-knowing and all-seeing.) The Manual cites Kāśyapa's reply, yet changes "all-knowing and all-seeing" to "a person of wisdom". This clarifies that times have abundance and scarcity and cannot be fixed; therefore this teaching arose to extend to later generations, which is the "timely Vinaya" in the Vinayadvāviṃśatividyā-śāstra.
