In [the section on] mutual integration, the "two teachings" are the teachings of the two eras. Here there are two explanations: the former teaching was originally for the future, which thus includes the Buddha's lifetime; the latter teaching originally arose for the present, yet still extends through the Semblance and Final ages. Alternatively, fearing there might be doubts about citing the Mahīśāsaka-vinaya, it is explained in this way. The two words "this" and "that" refer to the two schools. That is to say, in the Dharmaguptaka-vinaya, granting exceptions after prohibiting also includes the lifetime; in the Mahīśāsaka-vinaya, not employing what was prohibited also includes the future. Since both encompass each other, we know our own school fundamentally possesses both eras; but because its text is not explicit, we use that text. Question: Exceptions and prohibitions are also explained under the prohibitive and intrinsic [precepts]; what is the difference between that and this? Answer: The former encompasses both prohibitive and intrinsic precepts; this applies only to the prohibitive. If it is an intrinsic precept, neither time nor place is considered. Therefore, in the Vinayadvāviṃśatividyā-śāstra, the "vinaya of all times and places" refers to sexual misconduct, theft, and the like.
