初五中。四五事同，受往分異。既不聽受，何有差者；然僧既加罰，理必不差；為顯行法在身，不堪訓眾，故制之耳。

Among the first five, the fourth and fifth are the same in matter, but are differentiated by receiving [pupils] and going [to teach]. Since he is not permitted to accept [pupils], how could he be appointed? However, since the Saṃgha has already imposed punishment, in principle he certainly would not be appointed; this is prohibited in order to make it clear that the disciplinary practice is upon his person and he is unfit to instruct the assembly.
