In [the section on] imposing disciplinary measures: first, it points to the disciplinary procedure. Deprivation of practices is included therein. The Vinaya's motion states: 'May the venerable Saṃgha listen! This bhikṣu Saṃgharuci is foolish and lacks knowledge, repeatedly commits many offenses, mingles and is intimate with laypeople, and does not comply with the Buddha-Dharma. If the time has arrived for the Saṃgha, may the Saṃgha give consent to carry out the act of dependence (niśraya-karman) for the bhikṣu Saṃgharuci. Such is the motion.' (The karmavācanā is understood by analogy.) 'With...' below clarifies the person to depend upon. 'Clearly...' below briefly demonstrates compliance and the procedure for release. 'The Nirvāṇa...' below shows the variant names. 'Others...' below points to the practice of the procedure. That [text] says: 'Those who are foolish and without wisdom must depend for their entire lives.' The Daśādhyāya-vinaya states: 'If one has been ordained for many years but does not know the five dharmas, he must depend for his entire life.' (The five dharmas mean not knowing offenses, non-offenses, light [offenses], heavy [offenses], and not reciting the extensive precepts.) The Vinayamātṛkā states: 'One of a hundred rains who does not know the Dharma must take dependence from one of ten rains,' and so forth. That section is quite detailed, so it is only cited and shown briefly.
