In [the section on] suspension for not seeing [one's offense]: The Buddha was in the country of Kauśāmbī. The bhikṣu Channa committed an offense. Other bhikṣus said to him, 'You committed an offense; do you see it or not?' He replied, 'I do not see it.' The bhikṣus brought up the fault, and the Buddha, because of this, reproved him and instituted the rule. In explaining the fault, there are two parts: first is disorder. 'Or...' below secondly clarifies the destruction of faith. Merely doing evil without fearing future retribution constitutes wrong view; it is not the same as severing wholesome roots, abruptly abandoning the Triratna, and losing the precepts. The two sentences beginning with 'Or because...' trace the source of the fault above. 'The Saṃgha...' below demonstrates his defiance. When wrong views dwell in the breast, they are not manifest without speech; thus, relying on question and answer serves as the root condition for the suspension. 'The Saṃgha then...' below next introduces the disciplinary procedure; first, it clarifies the procedure to be imposed. The motion states: 'May the venerable Saṃgha listen! This bhikṣu Channa committed an offense; other bhikṣus said to him, "You committed an offense; do you see it or not?" He replied, "I do not see it." If the time has arrived for the Saṃgha, may the Saṃgha give consent to now carry out the suspension for not seeing the offense (āpattāv adarśane utkṣepana-karman) for the bhikṣu Channa. Such is the motion.' (The karmavācanā follows the same paradigm.) Deprivations of practices and the rest are all identical. 'For...' below secondly clarifies the intention of the suspension. It is temporarily provisional, distinguishing it from expulsion (pravājanīya) which is permanent abandonment. 'Carrying out...' below shows the name and meaning. Like an object picked up and cast aside, it is no longer used.
