Next, citing the sacred words: regarding "Marks of Action," the text of the *Sarvāstivāda Vinaya Vibhāṣā* is divided into two. First, it clarifies the prescribed rule, where the first three lines prescribe that it must be done. *Saṃgha* here translates as "the great assembly," which refers to the food of the permanent monastic property. In the note on the "four marks," "and so forth" includes blowing the conch, beating the drum, and chanting the proclamation. "Yet..." prescribes that it must be fixed. Because the bell and drum are irregular and the gathering of the saṃgha has no standard, giving rise to gains and losses, it is not a saṃgha transaction. "If..." explains the fault of not doing so. In stealing from the saṃgha, one must clarify the distinction between the two types of permanent property in incurring a pārājika or sthūlātyaya offense, as explained under the precept against stealing. "Furthermore..." is the second part, explaining the avoidance of fault; it first clarifies whether those from within the same boundary come. The note determines the regulation based on the above, resolving practical matters. "If within a great boundary..." explains mutual performance across multiple places. The *Samantapāsādikā* is roughly the same as the above.
