引勸中，初引經。此下，準經勸慎，不可誤他。若據本律，得更重受；今望事難，故云不宜耳。故下，正彰篇意。

Under "Citing [Scripture] to Exhort", it first cites a sūtra. "This..." onward admonishes prudence based on the sūtra; one must not mislead others. If based on the root Vinaya, one is permitted to receive them again; here, considering the difficulty of the matter, it says "it is not fitting". "Therefore..." onward directly reveals the chapter's intention.
