決通中，前引律文。下示義決。上文但云一二三人，不明眾但，須以義定；餘和合者，如說恣告眾和僧立制等。

Under "resolving and reconciling": Above, he cited the Vinaya text; below, he shows the reasoned determination. The text above merely says "one, two, or three persons," not clarifying whether it is an assembly or merely individuals, which must be determined by principle. "Other concordant acts" are such as reciting the [precepts], invitation (pravāraṇā), addressing the assembly to concord the Saṃgha, establishing regulations, and so forth.
