父母中。《律》因身子輒度羅云，淨飯王白佛，因制。上引《善見》，餘方通許。下約《僧祇》，明簡親疎。然彼西土多諸小國，同此古來隨方割據；今時一統四百餘州，夷狄不通，事亦希有；準文約國於時非要，縱有亦希。且約一國，須問聽不；但此間風俗，篤奉僧伍；多由親捨，勘有此遮。

Under 'parents': In the Vinaya, because Śāriputra rashly ordained Rāhula, King Śuddhodana addressed the Buddha, and because of this it was prohibited. Above, it cites the Samantapāsādikā, which generally permits it for other regions. Below, based on the Mahāsāṃghika-vinaya, it clarifies distinguishing close and distant relations. However, in the Western Regions there were many small kingdoms, similar to the regional partitioning from ancient times in this land; nowadays, under a unified rule of over four hundred prefectures, where travel to barbarian lands is cut off, such matters are rare. Following the text, applying it to different kingdoms is not essential at this time; even if it occurs, it is rare. Temporarily applying it to a single country, one must ask whether permission is granted; however, the customs here are devoted to venerating the monastic assembly, and candidates are mostly relinquished by their parents, so this impediment is verified.
