Regarding reconciliation at an improper time, it first cites the origin. This was when the dispute in the country of Kauśāmbī split into two factions, and later, at an improper time, they reconciled in Śrāvastī, so the Buddha granted an exception for it; the commentary says: "The two assemblies rejoiced in their hearts, united in venerating the pure teaching, and recited without waiting for the scheduled time." From "By means of..." onward, it explains the reason the exception was granted, first presenting the meaning of the saṃgha. From "Now..." onward, it recounts their disharmony. By contrast, it shows the necessity of harmony in order to clarify the intention behind allowing the recitation. Disagreement in views and precepts means: because of disputes over the marks of dharmas, their views were not identical; because of abandoning the transaction of the poṣadha, their precepts were not identical. However, harmony in precepts applies generally to both the reception[-essence] and subsequent practice; here it is discussed in terms of subsequent practice in recitations of the precepts. (Some editions lack the word 'precepts'.)
