行籌中，初科，引《十誦》文，初通明二眾緣起。若下，別示下眾同利，初正明。言不往者，謂正羯磨時，身不預眾也。《四分》下，次引證，初引本律。即法同沙彌。若下，引《涅槃》。明形同沙彌。

Regarding distributing tallies, in the first section, citing the Daśādhyāya-vinaya, it first generally explains the origin of the two assemblies. From "If..." onward, it specifically shows that the lower assembly shares the benefit, first directly explaining it. The phrase "not going" means that at the time of the actual karmavācanā, their persons do not participate in the assembly. From "The Dharmaguptaka..." onward, it next cites corroboration, first citing this Vinaya. That refers to being equal in Dharma to a śrāmaṇera. From "If..." onward, it cites the Mahāparinirvāṇa-sūtra, showing that one is equal in appearance to a śrāmaṇera.
