集僧中，初科，前明盡集。不局等者，即大小同行法；下約二處集，即是別法；兩明其相，意令通曉。若猶下，明檢校。

Under "Assembling the Monks": in the first subsection, first it explains the complete assembly. "Not limited to..." etc. refers to the procedure where great and small [monks and novices] act together; below, where it speaks of gathering in two places, that is the separate procedure. Explaining both of their forms aims to make them thoroughly understood. From "If still..." onward, it explains the inspection.
