釋第四緣，明眾中，初科。《善見》、《四分》大同。二部互入者，前後兩眾不滿四故。

Explaining the fourth condition, in clarifying the assembly, the first section: The Sudarśanavinayavibhāṣā and the Dharmaguptaka-vinaya are largely the same. "The two orders entering mutually" means that the two assemblies, preceding and following, each do not complete four.
