First condition: in the Sarvāstivāda Vinaya Vibhāṣā there are four intentions; the upper three benefit others, and the fourth is mutual benefit. It also says: If going were not allowed, they would slander: "The bhikṣu comes uncalled when he has something to seek, but when he has nothing to seek, he does not come even when called"; if he goes to expound the Dharma, he leads them to awaken to the path and fruits, so going is permitted. As for "no violation" in the Vinaya: on the third night before the dawn-mark appears, leaving the place of sight and hearing, or not going due to roads being cut off by water or land, or danger to life or celibacy, etc., are all exceptions.
