Next, regarding the communal rites: The precepts established by the Buddha lead people to undertake and practice them, which is using the Dharma to support people. Above, it was explained that once personal practice is established, one is then fit to guide and direct so as to bring communal practices to completion; this is promoting the Dharma, hence the text says "directly bringing about," and so forth. Thus we know that the Dharma has the function of supporting people, and people have the capacity to promote the Dharma. Without the Dharma, people fall away; without people, the Dharma is extinguished. Only when people and the Dharma support each other can it endure for long. Therefore, below, a proof is cited, which is also a verse from the vinaya preface. The first half of the verse says: "If the noble saṃgha is harmonious (the noble encompasses harmony in both worldly transactions and principle, while the ordinary is solely in worldly transactions), it is praised by the World-Honoured One (it delights the noble mind)." The second half, as cited in the Manual, explains the reason why the World-Honoured One praises it.
