第三。（譏云：無有斬愧，如王大臣。）初標名。謂下，示相。《僧祇》云：若值風雨，得抄一邊；偏袒右肩，得抄左邊；通肩披者，得抄右邊不見肘也。見長老比丘，還即下之。若下，明不犯。

The Third. (Criticizing: 'They have no shame or modesty, just like kings and ministers.') First, stating the name. From 'meaning' downward, it shows the aspect. The Mahāsāṃghika says: 'If encountering wind and rain, one may hitch up one side; baring the right shoulder, one may hitch up the left side; wearing it covering both shoulders, one may hitch up the right side without exposing the elbow. Seeing an elder bhikṣu, one should immediately lower it.' From 'If' downward, it explains non-offense.
