The precept against touching vessels with sweaty hands. (The censure says, 'Without Dharma, like kings and great ministers.') That is, if one touches one's own vessel, one will surely touch the Saṅgha's vessels, and thus touch the Saṅgha's food; regardless of whether the hand is soiled or not, both are called foul touch. 'Upon grass and leaves' means receiving with the mouth rather than touching with the hands, hence [it is excused].
