次科，前引《十誦》明乞詞。要須云者，謂乞詞所牒須加年數。次引《僧祇》明次第究勘。無歲時即初受未得臘也。

In the next section: the first part cites the Daśādhyāya-vinaya to clarify the words of supplication. Stating "must necessarily" means that the text recited in the supplication must add the number of years. Next, the Mahāsāṃghika-vinaya is cited to clarify the sequential investigation. "Having no years" means one has just received [the precepts] and has not yet attained a vassa.
