正明中，初文又三，初敘相續。此下，顯異。若下，示要。下指文者，即律明捨已僧不還者，犯吉。而不成盜，決意可知矣。

In the proper explanation, the first passage again has three [parts]: first, it recounts continuity. From "This" onward, it reveals differences. From "If" onward, it shows what is essential. The below pointing to the text refers to the Vinaya explaining that after relinquishment, if the saṅgha does not return it, one commits a duṣkṛta. Yet it does not constitute theft; one's determined intention can thereby be known.
