Under making permutations: previously, based on the root and kinds and categories, all precepts were comprehensively gathered; however, they may easily be confused with the courses of action, so they must be examined and differentiated. The first clause: the latter three refer to greed, anger, and wrong view; prohibited by the teaching of transformation, they are therefore called wholesome; not formulated by the Vinaya, they are therefore not precepts. The Dharmaguptaka's subsequent thoughts are identical in mark to the ten karmas, and can be included under the precepts; if speaking in terms of a bodhisattva, the ten wholesome actions are all precepts; this is how it should be understood. In the third clause, it first shows the marks. From "Because" downward explains both. "Not making a resolute vow" shows that mundane goodness lacks the essence of a vow. "The opposite of this" means that one possesses the reception-essence through a resolute vow, and thereafter cultivates in accord with that essence.
