三戒行中，初科。言二戒者，示現隨戒義故。方便言通，且約遠離對治之智。

Under the third [section], precept practice: the first section. Speaking of the "two precepts" shows the meaning of subsequent precepts. "Preparatory stages" is a general term, provisionally referring to the wisdom of distant avoidance and counteraction.
