三中，《多論》，初明房處，必須相應。餘下，示有不乞得作之義。重屋，即樓閣也

In the third point, the Sarvāstivāda Vinaya Vibhāṣā first explains that the hut and the place must correspond. From "As for the rest…" downward, it shows the principle that there are cases where one may build without requesting. "Multi-storied house" refers to upper-story pavilions.
