不犯中。初句翻犯；作下，三處量減；若下不為己。《注戒》云：與前並同，唯無過量為異，故云等也。注無過量者，此據乞法量為言。

Under "Non-offenses": the first clause flips the offense; from "making..." downward, the measure is reduced in three places; from "if..." downward, it is not for oneself. The Commentary on the Prātimokṣa states: "It is entirely the same as the previous, differing only in having no [offense of] exceeding the measure; hence it says 'etc.'" The note "having no exceeding of the measure" is stated based on the measure when seeking the Dharma [procedure].
