不犯中。初二破惡侶者，以慈濟故。及下，破非法；二三人者，此明成僧不可輒破故。或下，皆謂朋黨相謀害故；損減者，非理侵犯也。無住處者，妄行驅擯也。

Under "Non-offenses": the first two, breaking up evil companions, is out of compassionate salvation. From "And..." downward is breaking up non-Dharma; "two or three people" clarifies that when a saṃgha is formed it must not be broken up rashly. From "Or..." downward all refer to factions conspiring to harm each other; "impairing" means encroaching without principle; "having no dwelling place" means falsely expelling them.
