《四分》。五事者，二衣中具列。長衣入手，五中之一。邊僧既少，卒無對說；但未手提，容得待人。準此下，義決。餘方者，通指有僧之處。且如此土，雖在邊隅，僧多須閉。必無僧處，可準上開。

In the Dharmaguptaka-vinaya: as for the "five matters," they are fully enumerated under the two robes. An extra robe coming into one's hands is one among the five. Since border monks are few and there is suddenly no one to address in deśanā, as long as one has not taken it up in hand, it is permissible to await another person. From "In accordance with this" down, it determines the meaning. "Other regions" refers generally to places where there is a sangha. Now in a land such as this, although situated on the periphery, there are many monks, so the exception must be closed. In places where there is definitely no sangha, one may allow the exception in accordance with the above.
