The settlement boundary is divided into two parts: first, it clarifies the separate boundary. The text lists three marks, taking any one of them as the standard. The treatise takes a shot of an arrow by an average person, neither too close nor too far. This refers to the delimitation outside the settlement: the inside is one boundary, and the outside is a separate boundary. Next, within the common boundary, there are again two parts: first, up to "is also thus," which is a settlement and not a family; next, from "if the assembly..." downward, which is a family and not a settlement. In the first part, the former is based on multiple settlements being connected. Regarding "the turning of a cart or ladder," the treatise says: "On both sides are settlements, with a road in between accommodating the passage of carts; if both ends of the cart axle reach the settlements, one does not forfeit the robe." It also says: "On four sides are settlements; using a twelve-rung ladder reaching the top of the walls in the four directions, one can climb, enter, and exit without leaving the robe." The text specifies carts and ladders, and demonstrates the marks using ladders; carts can be understood likewise. This means that when the four settlements reach one another, they combine to form a single boundary; wherever the robe may be, it is never forfeited. "Settlement..." below is next based on a single settlement universally protecting. First, it clarifies that there is no forfeiture outside the family, because it spans the settlement, as shown in the note. "Above and below the cart and ladder": the treatise has "above the cart and below the ladder." "If natural" refers to the delimitation outside the settlement. The above is based on the robe being inside and the person outside. "If the robe..." below reverses the above meaning, and likewise there is no forfeiture (the above all being the first proposition of the Sarvāstivāda Vinaya Vibhāṣā). Next, in "being a family and not a settlement": because multiple families have distinct boundaries, they do not span the settlement (this being the previous second and third propositions).
