Listing the conditions: The fourth, based on the prātimokṣa, has four parts in total: two parts of black wool, one part each of white wool and coarse wool—"mang" means coarse wool. Adding one ounce of black incurs a pāyattika; adding two ounces of white incurs a duṣkṛta; adding coarse hair is not an offense. The Commentary asks: "Since black and white are both offenses, why did the previous black [precept] not prohibit mixing?" Answer: "If both precepts clarified mixing, the text would be redundant; by using the latter to model the former, mixed black is not an offense." It also asks: "When all three wools are mixed, why is black more and coarse less?" Answer: "The precept was instituted with respect to white, hence black is more; regarding the previous black precept, white must also be more." It also says: "Although black color is expensive, it accords with the mark of Dharma robes; white is secular clothing, and is therefore less."
