2.883

不犯三相。上二約心，好惡約物。律中，更有許少勸多（謂許僧少物，勸令增多也。），許少人勸多人，若戲言若錯說等，故云一切也。

Non-offenses have three characteristics. The upper two concern the intention; desirable and undesirable concern the object. In the Vinaya, there are also: when a small amount is promised, urging for more (meaning when a small amount of property is promised to the Saṃgha, urging them to increase it); when promised to a few people, urging for many people; speaking in jest, or misspeaking, and so forth; hence it says 'all'.
