他部中，初科為二，初明囊器。次判諸帶。韋即軟薄皮。熟韋，未從用者。已外判重，謂非小者。儀云：必有生皮，理從重攝。

Under 'Other schools', the first heading has two parts: first, it explains bags and containers; next, it rules on various belts. Wei (韋) is soft, thin leather; tanned leather refers to that which has not yet been put to use; what is outside this is ruled heavy, meaning what is not small. The Ritual says: If there is raw hide, by principle it is subsumed under heavy.
