In the third part, first, it explains sutras and the Dharma: 'Giving according to ability' means one must select someone of virtue and competence; one must not be indiscriminate or lax. Next, it rules on secular writings and paintings: secular books are such works as the Confucian and Daoist classics, ancient and modern lexicons, and the like in this land. The Ritual says: 'They are ultimately not for lasting enjoyment, hence they are relinquished into the saṃgha' (that is, to the permanent property). Regarding plain paintings, the Ritual says: 'Types of secular paintings are what fickle minds take joy in; they are ultimately not an essential means, so they should enter the permanent property.' (If they are sacred images, rule them according to the sutras and the Dharma above; other images are not analogous.) Third, it rules on paper, brushes, and the like: in the Ritual there are two rulings; those that combine with monastic affairs enter the light category; those originally intended to attach to the secular all follow the example of the heavy, because embellishing literary phrases is delighting in worldly dharmas. (One must gauge what the deceased practiced during life.)
