還制中。本開儉緣，時豐須制。如法治者，如上八罪，隨犯治之。

In re-establishing the prohibition: the exemption was originally for circumstances of famine; when times are plentiful, it must be prohibited. "To deal with it according to the Dharma" means to deal with it according to the eight offenses above, in accordance with what was violated.
