初科,前引《多論》五意。第五即外道見比丘不自取果,發心出家等。次引《五分》,因呵而制。故知立法意為遮譏,即同《多論》第三意也。不與取即盜異名。

In the first heading, the preceding [part] cites the five intentions from the Sarvāstivāda Vinaya Vibhāṣā. The fifth is that non-Buddhists, seeing that bhikṣus do not pick fruit themselves, give rise to the aspiration to go forth, and so forth. Next it cites the Mahīśāsaka-vinaya, where it was instituted on account of scolding. Therefore we know the intention of establishing the rule was to ward off ridicule, which is identical to the third intention in the Sarvāstivāda Vinaya Vibhāṣā. Taking what is not given is another name for stealing.
