次科，初明未度價。主言不言，並判不成。若買下，次辨已度價。主報他報，犯不犯別。他報不犯者，未定實故。

In the next section, first it clarifies not having transferred the price. Whether the owner speaks or does not speak, both are judged as not accomplished. From "If buying" onward, it next distinguishes having already transferred the price. When the owner reports or another person reports, there is a difference between committing an offense and not. The reason why another person reporting is not an offense is that it is not yet definitely settled.
