Under "Adding the Lower Robe," the initial sentence indicates the sequence. After "before... below," the character "add" should be present. The Karma Commentary states: "Ordering the bowl to be maintained first and only afterward maintaining the robes is an inconvenient procedural arrangement." (This criticizes the ancients.) The intended meaning is that one first takes up the undergarment, receives it with the ritual addition according to its name, and immediately puts it on; next, one receives the uttarāsaṅga and drapes it over the body above [the undergarment]; finally, one receives the saṅghāṭī, which may for the moment be folded into a bundle. The bowl comes second; only after the robes have been donned may one hold it in hand. The sitting mat (niṣīdana) is third; it is ritually received last of all and folded upon the shoulder. (This refers to ritually receiving the three robes, bowl, and mat all at one time; it does not follow the method of wearing them to explain the sequence; or, if not done simultaneously, it varies according to circumstances.) "This... below" indicates the number of grades.
