四中，初標比丘啟問。下佛答中。三寶及戒，住持綱領；敬慢興廢，必其然乎。

In the fourth [part], first it marks the bhikṣu initiating the inquiry. In the Buddha's answer below: the Triratna and precepts are the guiding principles of maintenance; their flourish or decline following respect or disdain must surely be so!
