五中,《五分》簡德,初引緣。破戒無行,邪見無慧,根不具無威儀。惡人得勢,謂假此興謗。佛下,立制。《伽論》選能。文明誦唄,例準說法,必取堪能。
In the fifth [part], the Pañcavargika selects according to virtue, first citing the causes. Breaking the precepts means lack of practice; heterodox views mean lack of wisdom; incomplete faculties mean lack of dignified demeanor. "Wicked persons gaining influence" refers to using this as a pretext to stir up slander. From "the Buddha" downwards, the rule is established. The Saṃghāvaśeṣa-śāstra selects capable ones. The text clearly mentions chanting hymns (pāṭha); by analogy with preaching the Dharma, one must choose those who are capable.
