準《業疏》：三歸直授，五戒簡人者。以翻邪，初心難拔，宜即引歸；若更覆疎，容還舊跡；五戒不爾，先已歸正，心性調柔，堪思我倒，故須簡略。

Based on the Karma Commentary: The Three Refuges are conferred directly, while the five precepts require selecting persons. Because when turning away from heterodoxy, the initial mind is hard to pull out, one should immediately guide them to take refuge; if one were to scrutinize them further, they might return to their old ways. The five precepts are not like this: they have already taken refuge in the right, their mental nature is gentle and subdued, and they are capable of contemplating the inversion of the self; therefore, screening is necessary.
