《多論》。須五眾者，疏云：皆是弘法之人故；俗雖曾受，非故不聽。
In the Sarvāstivāda Vinaya Vibhāṣā, regarding the requirement of members of the five assemblies, the Commentary says: "Because they are all people who propagate the Dharma; although laypeople may have received them before, because they are not [monastics], they are not permitted."
