In the third part, the Samantapāsādikā: an exception is made due to the emergency circumstance of burning the monastery. It says there: A person wished to leave household life. The bhikṣus knew that the parents did not permit it and did not dare ordain him. He then said: 'If the Saṅgha does not ordain me, I will burn down the monastery.' The Buddha said: 'I permit ordaining him.' The Five Hundred Questions clarifies the transgression of the prohibition. First it cites and indicates. Below, 'This...': resolving and opening up. First, resolving the transgression according to the principle. Below, 'As...': citing the text to show the exception. The treatise is the Samantapāsādikā. First, it clarifies ordaining people who belong to parents or the king's law. Below, 'Also...': next, it clarifies ordaining persons captured by bandits. 'Initial stage' means before being sold to another person, so that it does not damage that person's property. If it causes loss of property to the master, one must not ordain them. 'The master bestows a surname' means allowing him to return to commoner status. According to the principle, he may be ordained; the Tripiṭaka contains no prohibition, hence it is said 'there is no text'.
