In the next heading, the Mahāsāṃghika-vinaya. "Passing the first watch of the night" indicates an old place. "A dwelling place is ruined" means the monks' rooms are dilapidated and desolate. "The kingdom is in chaos and a king is not yet established" means ownership has not yet been determined. "Dwelling place" refers to the monastic shelters; "village" refers to the place on which the monastic shelters depend. If abandoned and disused for two years, desolate, empty, clean, and quiet, it returns to being the same as a new place. There are four clauses therein; the two mutual ones and the one where both are not—these three clauses cannot be performed, hence it says "both are ceased and abandoned." If not in a village, it depends solely on the dwelling place.
