1.17

時，有比丘令餘人遮說戒事，佛並令至不見聞處。餘人未受戒者；非人來者，聽之。又不應在尼前作也。

At that time, there were bhikṣus who had other persons obstruct the recitation of the precepts. The Buddha ordered all such persons to go to a place where they could neither see nor hear. 'Other persons' refers to those who have not received ordination; if non-humans come, it is permitted. Furthermore, it should not be performed in front of bhikṣuṇīs.
